Because it's a really unpleasant card, and I don't want everyone having it! And they will, because it's colorless, so why not?
@DialMforMara A 6 mana Ill-Gotten Inheritance that doesn't even gain you life or sacrifice for the last points of damage and is legendary and taking a turn off from developing your board at 6 seems less than stellar, even if your opponent gets stuck playing another 4 or 5 drop, isn't that great for limited, and I'm not sure I would worry about it outside of that.

@DialMforMara The thing is, that is a 6 drop you put into an aggro deck, just swap it for the vampire lord and the deck looks much better.

@Ice_In_Disguise dammit, that doesn’t work either, it’s legendary :( Maybe being legendary is what allows it to be uncommon.

@lukesci Funnily enough, there are actually two cards that actually references the "legend rule" directly, both from Kamigawa block.
The other is Brothers Yamazaki.
@thomfox I wouldn't say it is bad in Commander, especially if you could cheat it out with Daretti, so go for it!
